 The two wrongs don't make a right prison:

Some behaviors are such that we should not/cannot tolerate in society at large. In some extreme cases it is necessary to permanently remove people who behave these ways. At the same time all people should have the right to redemption. In these most extreme cases, when someone feels they have achieved redemption on their own terms, this does not mean that we need to trust that they can re-enter society at large. 

To minimize the burden on society for the extreme cases where permanent removal is warranted, I advise creating a prison that cantilevers far over the Grand Canyon with an open wall in each cell facing the chasm. This way when the prisoner is ready to end their own life they are responsible for it, not the state or any agent of the state. The prisoner has the option to find personal redemption, or if they do not see fit, they may end their life.  If a prisoner in this facility never ends up taking the leap they were still removed from functioning society.
